Mobile County Sheriff’s Office Arrest 4 Sexual Predators

MOBILE, Ala. During the month of December, The Mobile County Sheriff’s Office ICAC Unit participated in Operation Frost Bite.
This operation resulted in 17 felony arrests.

Here is a list of those who were arrested along with their charges.

The Mobile County Sheriff’s Office ICAC Unit began investigating Randall McWilliams Jr. back in August after receiving a Cyber Tip from the Baton Rouge Sheriff’s Office.
On December 4, 2025, the MCSO ICAC Unit and Special Operations arrested McWilliams on one count of Possession of Child Pornography.

The ICAC Unit began investigating James Buckley back in August after receiving a Cyber Tip from the National Center for Missing and Exploited Children. Through the investigation, detectives discovered that Buckley had been downloading child pornography.
On December 5, 2025, the MCICAC Unit and Special Operations arrested Buckley on 5 counts of Possession of Child Pornography.

In November 2025, the Taylor County Sheriff’s Office in Texas began an investigation into Mobile County resident Eugene Strength. Strength was planning to travel to meet a minor for sex. On 12/9/25, the ICAC Unit along with Special Operations, arrested Strength for Electronic Solicitation of a Child.
On 12/10/25, after going through more evidence, Strength was also charged with 4 counts of Possession of Child Pornography.

The ICAC unit began investigating Randy Oshinski in reference to a Cyber Tip from NCMEC. He was utilizing social media sites in an attempt to talk to underage girls. Oshinski is a registered sex offender who was previously arrested and convicted of unlawful Possession of Child Pornography in 2021.
On 12/10/25, the ICAC Unit, with the assistance of the FBI, executed a traffic stop and search warrant on Oshinski. He was initially arrested for a felony probation violation.
After going through evidence, detectives also charged Oshinski with 5 counts of Possession of Child Pornography.
