Gulf Shores P.I. Charged With Impersonating a Law Enforcement Officer

MOBILE, Ala. A Gulf Shores woman has been indicted by a Mobile County grand jury on charges of impersonating a state investigator.
According to the indictment, Tobi Lynn Libbra allegedly told someone on October 6, 2025, that she was an investigator for the State of Alabama and was able to engage in the person’s help to get information while pretending to be an investigator.
Libbra used that pretense to make contact with the person, obtain their cooperation or compliance, gather information and conduct an interview while presenting herself as an investigator.
Libbra has been charged with impersonating a peace officer and impersonating a public servant.
Libbra’s attorney says she was working openly as a licensed private investigator when she interviewed a witness in a Mobile County civil case.
Attorney John Beck said that his client did not impersonate a law enforcement official but was hired to interview witnesses for a case involving South Alabama Medical & Rehab.
He said that Libbra recorded the entire interview, identified herself by name, said she and her partner were private investigators, identified their client and said they were “an independent third party trying to gather the facts.” He said Libbra wore her state investigator’s license on a lanyard, as required by law, and never identified herself as police, an officer, deputy or detective during the roughly 13-minute interview.
“Mrs. Libbra has conducted herself throughout with care and professionalism, and with a documentary record to prove it,” said Beck. “She does not deserve this. We will defend her vigorously.”
Bond was set at $8,000. Libbra was booked into Mobile Metro Jail on Monday morning and released about an hour later.
The State of Alabama Private Investigations Board records show that Libbra is a current licensed private investigator with no disciplinary actions.
