FBI Arrests Two Non-Residents For Unlawful Voting

MOBILE, Ala. An investigation into illegal voting has led to the arrests of two non-citizens.
The two were arrested on Thursday in Mobile and charged in federal court with unlawfully voting in federal elections after an FBI investigation alongside the Alabama Secretary of State’s office.
According to the U.S. Attorney’s Office for the Southern District of Alabama, Staciann Pollion Davis, 42, a Jamaican national and lawful permanent resident, was charged with voting as an alien for allegedly voting in the November 2024 general election in Clarke County.
Another lawful permanent resident, a Peruvian national, Silvia Delgado Phelps, 78, was charged with voting in multiple elections in Baldwin County, despite not being a United States citizen.
“Federal elections belong to American citizens – period,” said U.S. Attorney Sean P. Costello. “When individuals who are not citizens cast ballots or falsely claim citizenship, they violate federal law, undermine the integrity of our electoral process and erode the public’s confidence in the fairness of our elections. These charges send a clear message: We will enforce the law. We will hold offenders accountable. We will safeguard the voting process for the citizens it is meant to serve.”
If found guilty, both could face one year in prison for the violation based on the federal judge’s determination.
“The integrity of our elections is fundamental to the public’s trust in our democratic process,” said FBI Mobile special agent in charge Christopher R. Flowers. “The FBI is committed to investigating allegations of election-related crimes, following the evidence wherever it leads, and working alongside our law enforcement partners to ensure those who violate federal law are held accountable.”
