MOBILE, Ala. An investigation at a county jail ended with the arrest of a Georgia woman on multiple charges including several brought by federal authorities.
Now the woman who has been found guilty is heading to federal prison for an extended time.
44-year-old Jinna Candice Moore, of Fairburn has been sentenced to more than 6 years after she pleaded guilty earlier this year to three counts of distribution of a controlled substance and three counts of unlawful use of a communication facility.
The Mobile County Sheriff’s Office noticed a significant amount of mail containing “Paper Route” was coming from a single Pitney Bowes account. Pitney Bowes is a mailing and shipping software company that allows users to pay for, and generate, USPS labels and stamps.
The term “Paper Route”, also known as “jail paper,” is drug-soaked paper often cut into strips and is often laced with highly potent synthetic substances.
Authorities began investigating and were able to track the account to Moore who had generated more than 5,400 labels and/or stamps between 2022 and 2024.
In one incident, records show, Moore soaked a paperback book by well-known Christian author Max Lucado and mailed it to an inmate at Kilby Correctional Facility.
A federal agent noted there have been several overdoses and deaths in Alabama and Georgia correctional facilities from Paper Route.
In February 2025, USPS intercepted a parcel headed for a Montgomery residence that contained an open bag of Purina Beggin’ dog treats. Inside the dog treat bag was Ziploc bag filled with a yellow paste that tested positive for methamphetamine.
Moore was indicted in 2025 and pleaded guilty in January 2026.
Once her sentence is complete, she will also spend three years on supervised release.
The DEA, FBI, and U.S. Postal Service investigated the case.
