Woman Charged With Abuse of Handicapped Person

FAIRHOPE, Ala. On July 5, 2025, the Baldwin County Sheriff’s Office responded to a domestic violence occurrence in the unincorporated area of Fairhope, Al.

While on scene, deputies developed probable cause to arrest 57-year-old Lyly Dutcher for the charge of domestic violence-menacing, for threatening to use an Electronic Control Device on a mentally handicapped and non-verbal person within the home.
The threat was captured on audio/video and provided to the deputy at that time.

On July 31, 2025, the Baldwin County District Attorney’s Office was provided with an additional video that appears to show Dutcher using the electronic control device on the victim. This occurred on the same date as the domestic violence arrest.
The Baldwin County Sheriff’s Office Criminal Investigations Division continued with the investigation and after assessing the evidence, conducting multiple interviews and arranging for the victim to be interviewed at the Baldwin County Child Advocacy Center, a warrant was signed for the charge of Abuse and Neglect of an Adult with a Disability Second Degree.

On the evening of August 6, 2025, Dutcher was contacted and arrested on that warrant.

Dutcher was taken to the Baldwin County Corrections Center where she was released on a $10,000 professional surety bond.
