Special Unit of Baldwin County Sheriff’s Office Charge Woman With Aggravated Animal Cruelty

Bay Minette, Ala. One person has been arrested by a special unit of the Baldwin County Sheriff’s Office after an investigation of animal abuse and cruelty at a residence.
Deputies with the Rural Enforcement responded to a report about the welfare of animals at the property of Jessica Phillips on Monday and observed a deceased dog inside a chain-link kennel. Fifteen additional dogs were also found on the property, with most confined among two other kennels, the BCSO said.
The deputies also found that several of the dogs housed in the kennels were found to be severely malnourished, and they also observed that the animals did not have food or access to clean drinking water at the time of the investigation, according to the sheriff’s office.
Deputies have arrested Phillips and charged her with aggravated animal cruelty.
Officials said all surviving dogs, along with a cat found on the property, were taken into custody by Baldwin County Animal Control. The animals were provided with care, including veterinary evaluation and treatment.
The investigation remains ongoing, and additional charges may be filed as warranted, the sheriff’s office said.
